The Australian Captial Territory (ACT) Government has an online site, the Registry of Births, Deaths and Marriages, for applying for ACT birth, marriage, or death certificates. You can also contact ACT by phone and find a local office where you can request records in person.

“The Australian Capital Territory began registering Births, Deaths and Marriages on 1 Jan 1930 under the (Federal Capital Territory Registration of Births, Deaths and Marriages Act, 1929).  Prior to 1930, all ACT births, deaths and marriages were registered in NSW.”
