The Shelby County, Tennessee Register of Deeds has many free, digitized collections including a digitized record of the Memphis Tennessee Police Blotter 1858-1860 with handwritten records of police stops and citations or arrests.

Searches can be made by keyword or researchers can look at entire volumes and flip through all citations. There are quite a few slave citations, including runaways, with the first name of the slave and the name of the owner, so for African American research it might be helpful to use the keyword search “slave” or “runaway”.
